Understanding parish council noticeboard regulations in England

I AM writing this WordPress blog in the full knowledge that I might expect a visit from my local PCSO officer Paul Slater after both he, and a PC, were called to OUR village parish council offices last week on Monday (September 15th, 2025).

If you don’t know why the full Hunston Parish Council meeting, which was scheduled to take place on Sptember 15th, 2025, was postponed, take at look at the link below to my previous post.

As you can see, I had no idea why local Insp Dave Lyons sent OUR PCSO and a very personable PC along to investigate the “matter of a certain VISITOR” to MY local parish council meetings, but he did, and the PC later said he was going to issue me a warning for anti-social behaviour before I showed him footage of previous meetings.

By that stage, I’d had enough so I have informed the PC and our PCSO that I viewed any attempts to warn me for anti-social behaviour at previous parish council meetings to be harassment.

In fact, I should say I consider it to be both council and police intimidation and an abuse of power, so I should like these matters investigated fully by OUR local police because I need protecting.

Anyhow, I am PUBLISHING the Facebook and LinkedIn social media posts I wrote today here on my WordPress blog because the issue of parish council notices is in the PUBLIC INTEREST and cannot be considered to be incitement in any shape or form:

“OKAY, FB Peeps, I’m not sure if I’ll be able to finish writing this message without my wifi at home falling out yet again. It’s been playing up all morning and I realise this post could cause me grief, and possibly a visit from our local PCSO Paul Slater, for alleged “anti-social behaviour” – BUT I feel duty-bound to raise a question about Parish Council Noticeboards and notices.

As you can see from my AI screengrabs below – and from my experience working as a local reporter in the late 1990s – parish councils MUST notify villagers of meetings THREE DAYS in advance. Back in my day, the parish council posted these notices, and approved minutes of past minutes, on parish council noticeboards.

Now, I’m not sure if the Local Authority legislation has changed in recent years, and I don’t know whether our Parish Council Clerk has posted them on a noticeboard outside our village hall, but I’m curious as to why the Hunston Parish Council noticeboard outside our corner Londis shop (see photo) doesn’t display official parish council notices?

As you can see, from the photo I’ve just taken of it this lunchtime, this noticeboard is currently simply displaying a flyer promoting PCSO Paul Slater’s Anti-Social Behaviour sessions for villagers to pop along to and air their concerns to him.

Anyhow, if you don’t know, our Hunston parish councillors will be convening at the council offices in the Annexe behind the village hall tomorrow (September 23rd, 2025) as per their website – although that notice online didn’t specify the time of 6.30pm when I viewed it so I had to email the clerk to clarify which she kindly did for me.

Of course, I prewarned the parish clerk that l’d be at the meeting, which is open to the public, with my camera to film the proceedings out of courtesy, but I’ve yet to receive an acknowledgement.

In truth, my attendance shouldn’t cause any breach of the peace, but I am rather anxious after Insp Dave Lyons sent PCSO Slater and a PC along to the postponed full council meeting on Monday, September 15th, 2025 to deal with the “matter of a certain visitor” (namely ME). Unbelievable!

As yet, I don’t know if I will be attending tomorrow’s parish council meeting but the public can view the agenda – which includes an update on proposals for either a revamp or rebuild of our 30-odd-year-old village hall – on the Hunston Parish Council website for themselves.”
